Recent Changes to Maryland Sex Offender Registry

Bills, regulations and legislation are constantly evolving. It is necessary to seek the guidance of an attorney who understands these changes and can communicate them to clients in an efficient manner.

I am Charles L. Waechter, and I have been defending clients involved in a wide range of criminal matters for more than 40 years. My clients trust me to stay abreast of any changes in legislation and advise them accordingly. I will talk briefly about the recent changes, but it is important to schedule an individual meeting at my office to discuss your situation in greater detail. Every case is unique, and it is nearly impossible to answer all of your questions on my website. Do not hesitate to contact me at any of my four office locations in Maryland — Baltimore, Annapolis, Ocean City, Bel Air — and South Florida.

Aggressive, Experienced Sexual Offender Defense Lawyer

Most recently, in October of 2010, the Maryland Sex Offender Registry Statute was rewritten to be more in line with the comparable federal statute. These changes made registration requirements retroactive, reclassified the sex offense categories and required juvenile offenders to register publicly if convicted in adult court. Essentially, those convicted of a fourth-degree sex offense must now register as a sex offender. These individuals were not originally ordered to register as a result of their conviction.

Of note, and probably the most problematic issue, was that these changes were applied retroactively. An individual who, as determined by the conviction or terms of a plea agreement, was not required to register as a sex offender might now be required to. As an experienced criminal defense attorney, it is my job to stay ahead of these changes and communicate a clear message to my clients.
